It depends on the rating of the tile.  Most smaller tiles are rated for walls or counter tops only, they can not take foot traffic.  A rating of "1" is for walls/counter tops, "2" for walls/light foot traffic, "3" for residential foot traffic, "4" residential/light commercial and "5" residential/heavy commercial.
